Netflix to Potentially Face 30% Quota for European Content in their video offer in every EU Member State

Quota to include works in the languages of the countries where services are distributed
Netflix, Amazon Prime & other VoD (video on demand) services could be asked to respect at least a 30 percent quota for European content in their video offer in every EU member state.

The European Parliament's culture Committee has called to increase the proposed quota for European works in on-demand platform catalogues, to 30 percent from the 20 percent proposed by the European Commission last May.

This quota should include works in the languages of the countries where they are distributed.

Under the amended rules, EU member states could also ask on-demand platforms to contribute financially to the development of European audiovisual productions, either by investing directly in content or by contributing to national funds.

Their contributions should be proportional to their revenues in the country where they would contribute. 

The quota is hoped to create a more level playing field between large OTT TV providers (Over-The-Top audio, video and other media content transmitted digitally via the internet) and traditional TV channels and their content and broadcasts.

The entire Parliament will decide on 15 May whether to open talks with the European Commission and Council for the final approval of the legislation, on the basis of the committee proposals.

The Council plans to adopt its negotiating mandate on 23 May 2017.
