Invitation to tender for digital video series
Development and production of a digital videos series incorporating Shine and people affected by mental ill health in Ireland.
1. Introduction
About Shine
Shine aims to empower people with mental ill health and their families through support, information, and education. We also advocate for social change, promoting and defending the right of all those affected by mental ill health to equal rights and quality services.
Shine provides a number of services nationwide including;

In 2019, Shine celebrates 40 years. We intend to use this milestone to raise our profile as a leading provider of services for people affected by mental ill health and their families and to gain recognition as a leading national influencer on mental health matters by policymakers and the public.

About Shine People
Shine People is a digital video series celebrating and acknowledging the lives of those living with mental illness. Media representation of people living with mental illness is often in the context of the diagnosis itself, the services, or lack of services available for a particular illness, or quantitative representations of the illness within a national context. The person themselves, and all the components that make up that person is often forgotten or left out of the picture entirely. Shine People is a project that brings the person themselves, not just their diagnosis, back into the frame. This is not an attempt to airbrush the realities of those living with mental illness but rather an attempt to paint a richer, clearer, more vivid and real picture of that person.
Shine invites tenders for the above project from film/video makers with significant experience in developing and producing character-driven broadcast quality adverts or short videos on mental health.
Format Series of 10-15 online-only 1-2 minute videos of different stories of mental ill health as told by Shine service users. Also one 3-minute video on Shine’s 40 years of services in Ireland
Timeline Tender submission deadline: April 1st 2019
Interviews: April 8th 2019
Initial Project Team meeting: April 15th 2019
Video completion date: Staggered from August-October 2019
Budget €15,000 (All submissions to include VAT, and ALL related costs including a margin for unexpected costs.)

2. Project Goal and Objectives
The overall aim of this project is to increase and improve the representation of people with mental illness in Ireland. The videos will be character-lead rather than organisation-driven with a strong focus on the person and their experiences. They are the people behind the labels. The videos will be used to raise awareness about the massively under-represented community and their families, and to improve audiences’ understanding of what it is to have and live with a mental illness. As such, the video will need to depict both people living with mental illness and also the resources and supports that they can access through Shine services across Ireland.
3. Project Development and management
The selected production company will be expected to develop scripts and all other aspects of the video in close consultation with the staff project managers at Shine. The project managers will be reporting to Shine’s CEO, who will need to approve each aspect and stage of the video. A key
aspect of the project will be working closely with the National Team Leader and with people living with mental illnesses to draw on their experience and knowledge. As part of the project development, Shine will also be pleased to provide the selected video company with copies of relevant documents, such as Shine’s Strategic Plan and related research on media and mental health.
4. Design, Usability, and Standard
Design Criteria
The overall design of the materials should conform to the corporate identity of Shine.
Accessibility and Usability Requirements
The materials developed must be accessible to people with hearing disabilities.
Conversion to PAL format, NTSC Format, YouTube/Web format will be necessary. Raw footage must be shot to national broadcast standards and provided to Shine on completion of the project in viewable format and accompanied by the relevant logs.

Tenders should provide, as a minimum, relevant information using the headings below and preferably in the order given:
Company information
- Name of tenderer
- Place of business and postal address
- Contact person’s name and title including telephone and email address
- Sub-contractor agreements - provide details of any agreement with any proposed sub-contractor.
Proposed team
Provide details of each person who will work on this project – name, role, qualifications and relevant experience.
Video Proposal
The tender should describe how their proposal for a video would:
a) Tell the stories of people living with mental illness in a way that shows their vulnerability to discrimination or shame, while also not treating them as “other”. Note: A diverse range of participants is expected.
b) Highlight Shine’s 40 years of working in this sector with an emphasis on work done with families and those affected by mental illness.
c) Educate audiences on mental illnesses, including Shine services and national network.
Previous Experience and References
Please details previous experience in producing similar videos on mental health issues or working with vulnerable communities – and provide copies of the videos, or the URLs for online viewing.
Please provide the contact details of three client referees for whom the tenderer has developed similar resources and who are available to talk to Shine. Please provide a brief description of the project relevant to each referee.
Project Timeline
The tender should include a detailed timeline for the project showing completion by October 1st 2019, and include dates for proposed meetings with Shine and sign-off.
